Reserve Chief Sergeant, Secretary Jerry Ubase
Mr. Jerry Ubase is the Secretary of the Department for Community Development and Religion (DFCDR). Alongside his role as Secretary, he also holds the rank of Reserve Chief Sergeant in the DFCDR police reservist unit. Key Achievement: Establishing the DFCDR Police Reservist Initiative, Mr. Ubase is credited as the originator and driving force behind the DFCDR police reservist initiative.
Police Reservists Graduation / Passing Out
In April 2024, 24 community development reserve police reservists successfully completed their training and graduated after six weeks of intensive instruction in basic policing skills, physical training and foot drills. They were reminded to ensure peace and order wherever they serve. Five women were among the group.

- The DFCDR police reservists are part of an initiative to support the Royal Papua New Guinea Constabulary, particularly in areas like gender-based violence (GBV) response, homicide support, cybercrime and community policing — enhancing manpower and community safety.
- After graduation, the reservists were deployed in operations such as Operation Silver during the 2024 festive season and handled a significant number of GBV cases, demonstrating their practical contribution to law enforcement and community protection.
