Mr. George Kulisi has a distinguished career spanning more than 18 years across public service, the private sector, and NGOs. In his current role, he leads Program Development for the Department for Community Development and Religion, where he plays a strategic role in shaping programs that support community empowerment and development.

Mr. Jacob Manase in his role as Director, Policy, MER (Monitoring, Evaluation & Reporting), Regulations & Standards at the Department for Community Development and Religion in Papua New Guinea.
Leads development and review of key sector policies, ensuring they are evidence-based and aligned with national development frameworks.
Designs and strengthens monitoring, evaluation, and reporting systems to track the performance of community development programs.
Oversees regulatory frameworks and standards that guide implementation of community development, social protection, gender-based violence response, disability inclusion and related services.
These functions are central to enabling the Department to plan, operate and measure effectiveness of its programmes, even if individual names are not highlighted in public documents.
